Smugglers, Terrorists Collude to Divert Fuel Across Borders—Customs

Fresh revelations have emerged on how smugglers are collaborating with terrorists to illegally transport fuel across Nigeria’s borders into neighbouring countries.

Investigations by Pulsewireng uncovered that Premium Motor Spirit (PMS), commonly known as petrol, is being smuggled in thousands of jerricans via small vehicles through Niger State into Benin and Niger Republics. The smuggling is concentrated around Babanna in Borgu Local Government Area and Agwara in Agwara LGA, where the River Niger serves as a route.

Sources confirmed that the smugglers, sometimes under the protection of terrorist groups operating near the borders, bypass security by avoiding articulated tankers and instead use jerrican-laden smaller vehicles. This illicit trade continues despite the presence of customs and immigration officials.

Earlier this week, the Nigeria Customs Service (NCS) in Minna announced the seizure of over 500 containers, each holding 25 litres of PMS, along with two drums, at multiple points near Babanna border.

Assistant Comptroller General of Customs, Kehinde Ejibunu, who oversees Finance, Administration, and Special Duties, attributed the success to coordinated efforts with other security agencies and engagements with local stakeholders. Ejibunu, who also leads the national anti-smuggling team Operation Whirlwind, warned of a resurgence in terrorist activity near border communities and stressed ongoing efforts to curb fuel diversion.

Commander of the Niger/Kogi Area Command, Pascal Chibuoke, also confirmed increased terrorist presence in the Babanna axis. He called for more patrol vehicles and advanced communication equipment to strengthen border security and disrupt smuggling operations.
