NCC Introduces MVNO License to Boost Mobile Access in Underserved Areas

Many Nigerians still lack access to reliable mobile networks, with over 31 million people living in areas without proper coverage. This is a serious issue, as it not only affects daily communication but also contributes to criminal activity and insecurity in those regions.

To tackle this, the Nigerian Communications Commission (NCC) introduced the Mobile Virtual Network Operator (MVNO) license in August 2022. MVNOs are companies that don’t own their own mobile infrastructure but buy network services from major telecom operators like MTN, Airtel, Glo, and 9mobile, then sell them to customers at more affordable prices.

Prof. Umar Danbatta, the Executive Vice Chairman of NCC, explained that MVNOs will help improve mobile coverage in underserved areas and offer more options for consumers. The MVNO license is designed in five tiers, ranging from basic services to more advanced offerings, to cater to different market needs.

MVNOs are especially important in rural areas where mobile operators might not have a strong presence. They can also work with Over-The-Top (OTT) services like streaming platforms, creating additional revenue streams.

NCC urges telecom stakeholders to collaborate and make the most of the MVNO model, ensuring that services are accessible and affordable for all Nigerians, particularly those in remote regions. MVNOs offer competitive pricing, allowing them to provide tailored services that better meet the needs of their customers, while using existing telecom infrastructure efficiently. This approach could greatly improve telecom access for millions of Nigerians.
