House of Reps Moves to Decentralize Road Infrastructure Management

Hon. Ikenga Ugochinyere (Ideato North/Ideato South, Imo State), the constitutional amendment passed its second reading on Wednesday. House Leader Hon. Julius Ihonvbere emphasized the need for state-led infrastructure development to accelerate road projects nationwide.

The Bill proposes an amendment to Part 2, Second Schedule of the 1999 Constitution, introducing Paragraph 32, which empowers State Assemblies to legislate on road construction and maintenance—excluding Trunk ‘A’ federal roads.

With overwhelming support from lawmakers, the proposal passed a voice vote during a plenary session presided over by Deputy Speaker Rt. Hon. Benjamin Kalu.

If enacted, this reform could transform Nigeria’s road management, reducing federal burden while enabling states to take charge of their road networks.
