NCC Temporarily Suspends Issuance of Certain Licenses

The Nigerian Communications Commission (NCC) has announced a temporary halt to issuing new licenses in three areas: Mobile Virtual Network Operators (MVNOs), Interconnect Exchange, and Value Added Service (VAS) Aggregators.

The suspension aims to give the NCC time to review the level of competition, market saturation, and the overall market conditions in these sectors.

MVNOs are companies that sell mobile services under their own brand but don’t own mobile spectrum licenses. Instead, they use the network of a licensed mobile operator. Nigeria currently has over 25 MVNOs.

The Interconnect Exchange License allows multiple telecom entities to connect and transfer electronic communications.

VAS Aggregators provide additional telecom services such as internet, voicemail, directory services, and more, beyond regular voice calls.

This decision is based on the NCC’s authority under the Nigerian Communications Act of 2003, which gives it the power to issue and renew licenses, ensure fair competition, and foster industry growth.

The NCC’s notice mentioned that this temporary suspension is necessary to conduct a thorough review of these sectors. However, pending applications will still be processed on a case-by-case basis. Stakeholders with questions can reach out to the NCC at licensing@ncc.gov.ng.
